Job summary

City of Cleveland seeks a Residence Plan Examiner to review residential construction documents for single-family and multi-family dwellings to ensure compliance with local and state codes. Duties include enforcing the Cleveland Housing Code, Zoning Code, and the Ohio Residential Code.

Applicants must hold Ohio OBBS certifications (Residential Plan Examiner and Interim, plus Building Inspector) and possess a valid Ohio driver’s license.

Qualifications

  • Must meet OBBS certifications: Residential Plan Examiner, Interim, and full certification; maintain certifications throughout employment.

Responsibilities

  • Examine residential construction documents for One-, Two-, and Three-Family Dwellings to ensure compliance with Cleveland Housing Code, Cleveland Zoning Code, and Ohio Residential Code.
  • Enforce applicable codes and regulations related to construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal, and demolition.

Residential Plan Examiner

Examples of Duties

(Formerly Plan Examiner) Under supervision of the Commissioner of Construction Permitting, examines residential construction documents of One-, Two-, and Three-Family Dwellings prior to construction for the purposes of ensuring compliance with laws, ordinances, rules, and regulations relating to construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal, and demolition. Performs related duties as required that pertain to enforcement of the Cleveland Housing Code, the Cleveland Zoning Code, and the Ohio Residential Code.

Minimum Qualifications

(Note: this classification utilizes the working titles of Residential Plan Examiner, Interim Residential Plan Examiner, and Residential Plan Examiner Trainee, depending on the certification held.) A High School Diploma or GED is required. A valid State of Ohio Drivers License is required. Must meet one of the following requirements: Ohio registration as an architect or professional engineer; Five years of experience in building design and construction for residential or non-residential buildings or structures related by the rules of the board or experience specified in section 103.3.3(2); or Successful completion of a trainee program pursuant to section 103.3.9. Residential Plan Examiner Trainee A State of Ohio Board of Building Standards (OBBS) certification as a Residential Plan Examiner Trainee is required. Interim Residential Plan Examiner OBBS certification as an Interim Residential Plan Examiner is required. Residential Plan Examiner OBBS certification as a Residential Plan Examiner is required. Must have and maintain certifications throughout employment.

02 Do you have Five (5) years of experience as a residential contractor or non-residential contractor, or superintended with responsibility for obtaining approvals and inspections of structures regulated by the rules of the OBBS? If yes; list the experience required at the time of applying.

03 Do you have at least Five (5) years of experience in residential design with responsibility for submitting designs for structures regulated by the rules of OBBS? If yes; list the experience required at the time of applying.
