Job description

Gasperec Elberts Consulting (GEC) has an opening for a Construction Resident Engineer to support the ongoing growth of our Construction Group. GEC is a consulting firm providing civil engineering and land surveying from the planning phases through construction.

Job Summary

The primary role of the Construction Resident Engineer is to serve as the client's on-site representative and lead field administrator during the construction of transportation and infrastructure improvements, mainly on projects for the Illinois Department of Transportation, the Illinois Tollway, and county and municipal agencies. A qualified candidate will be self-motivated and capable of leading and supervising field staff in contract administration, inspection, and field engineering services on mid- to large-size highway, bridge, and related construction projects. The Resident Engineer is expected to utilize engineering expertise and tactful communication to manage project schedule, budget, and quality; ensure work is performed safely and in conformance with contract documents; coordinate with clients, contractors, and project stakeholders; and support the development of less experienced construction personnel.

Key Responsibilities
  • Lead and supervise the construction inspection team, and oversee the activities of construction inspectors, materials coordinators, office engineers, and administrative personnel.
  • Act as the client's authorized on-site representative for administration of the construction contract.
  • Interpret and enforce contract plans, specifications, permits, and regulatory requirements, and apply engineering judgement to design and field decisions.
  • Administer construction contracts using construction management software, and confirm compliance in accordance with contract plans and specifications.
  • Review and analyze contractor project schedules, staging plans, traffic control plans, and other required submittals to confirm they meet contract requirements and restrictions.
  • Meet regularly with contractors to review work plans and schedule, resolve issues in work areas, address scheduling concerns, and sequence operations.
  • Review and verify contractor progress payment estimates, quantities, and supporting documentation prior to client approval.
  • Recognize and act promptly on potential changes or additional work, and analyze, negotiate, resolve, and make recommendations regarding contract changes, conflicts, and claims.
  • Track and report on the technical, budgetary, and schedule performance of the project; conduct progress meetings and prepare reports on project status.
  • Conduct field visits to examine construction site conditions, and support punch list development, project closeout, final inspection, and acceptance.
  • Communicate and implement safety policies and procedures, ensuring the safety of personnel and the traveling public is paramount in all work activities.
  • Maintain meaningful contact and coordination with the client, contractors, utilities, regulatory agencies, and other project stakeholders to ensure a satisfactory level of service.
Required Qualifications
  • Bachelor's Degree in Civil Engineering.
  • Professional Engineer (PE) License.
  • Six or more years of resident engineering or construction management experience on transportation projects.
  • Ability to make decisions based on sound ethics and engineering judgement.
  • Ability to communicate with courtesy and tact.
  • Ability to lead field staff and work effectively in a team environment.
  • Good organizational skills with a strong attention to detail.
  • Proficiency using Microsoft Windows and Office software products.
Preferred Qualifications
  • 10-Hour OSHA, IDOT HMA and PCC Level 1, and IDOT Aggregate certifications.
  • IDOT, Illinois Tollway, and/or local agency federally funded construction experience.
  • Experience administering contracts using construction management software.
  • Demonstrated experience leading and mentoring construction inspection staff.
  • A partnering approach to construction management.

  • Ability to adapt to changing priorities.
