SAIC is seeking a skilled Requirements Manager to function as a SETA for a U.S. Government project in Chantilly, VA.

You will translate business needs into actionable backlog items for Agile software development, prioritizing and tracing requirements from inception to production. Collaborate with stakeholders, developers, Product Owners, and Scrum Masters to maintain a clean backlog, prepare inputs for government acceptance, and ensure documentation and traceability throughout the lifecycle

Qualifications

  • Bachelor’s degree in STEM with 5+ years of Requirements Management and Agile implementation.
  • Master’s degree with 3+ years of experience in related field; OR 10+ years of demonstrated professional experience in lieu of a degree.
  • Familiarity with ServiceNow functionalities for IT service management and automation.

Responsibilities

  • Engage independently with stakeholders to gather business requirements for software development efforts.
  • Evaluate requests for completeness, identify problem statements, and determine business value and scope.
  • Facilitate requirements review sessions and establish consensus on priorities and delivery sequencing.
  • Prepare inputs for government acceptance with documentation, assessments, and decisions.
  • Trace requirements from requests through analysis and final delivery in production.
  • Serve as single point of contact for requirements-related interactions between stakeholders and development teams.
  • Maintain the requirements backlog and ensure user stories are actionable for PI planning.
  • Partner with Product Owners, Scrum Masters, and Agile teams during ceremonies.
  • Identify risks, gaps, or issues regarding requirements progression and communicate to leadership.
  • Refine and document the Requirements Management Process to improve effectiveness.

Description

SAIC is seeking a skilled and detail-orientedRequirements Managerto function as a Systems Engineer and Technical Advisor (SETA) in support of a U.S. Government customer in Chantilly, VA. This critical role focuses on defining and refiningbusiness requirementsto ensure they are accurately translated into actionable deliverables for Agile software development initiatives.

In this role, the Requirements Manager (RM) will collaborate with stakeholders, developers, and Product Owners to define and prioritize needs for the ServiceNow platform and related tools. The RM ensures that all requests for enhancements, new functionality, or platform capabilities are consistently evaluated, prioritized, and aligned with organizational goals.

Candidates withServiceNow platform experienceare encouraged to apply, though proficiency inAgile principles(particularlySAFe) and proven experience in requirements management for Agile Development teams is equally valued. The ability to coordinate collaborative efforts and maintain high-quality documentation and traceability throughout the requirements lifecycle will be critical for success.

Key Responsibilities
Business Requirements Elicitation and Management
  • Engage independently with various stakeholders, includingdevelopers, peer organizations, and end users to gatherbusiness requirementsfor software development efforts.
  • Evaluate requests for completeness by identifying key problem statements, business value propositions, use cases, scope, and other supporting details.
  • Facilitate requirements review sessions and working groups with stakeholders to validate requirements, resolve conflicts, and establish consensus on priorities and delivery sequencing.
  • Manage and prepare inputs forgovernment acceptance, ensuring that records have appropriate documentation, technical assessments, priority assignments, and relevant decision-making factors.
  • Trace requirements from initial requests through analysis, prioritization for Agile Program Increments, and final delivery in production.
Collaboration and Communication
  • Act as thesingle point of contact for all requirements-related interactionsbetween stakeholders and development teams.
  • Engage non-technical and technical audiences in collaborative discussions to align on goals, vision, and prioritization.
  • Maintain and manage the requirements backlog, ensuring that user stories are actionable, clear, and technically feasible for Agile Program Increment (PI) planning.
  • Partner with Product Owners, Scrum Masters, and Agile teams during Agile ceremonies, refining and prioritizing work for upcoming development cycles.
  • Proactively identify and communicate risks, gaps, or potential issues regarding requirements progression to leadership and other stakeholders.
  • Process and Change Management
  • Serve as a steward of the Requirements Management Process, continually working to refine, optimize, and document updates to the process for greater effectiveness and efficiency.
  • Standardize and document process improvements that help bridge the gap between high-level ideas and real-world implementation in software development.
  • Support theChange Managementprocess by evaluating the scope and impact of requirement changes, ensuring seamless coordination across related teams and stakeholders.
  • Promote adherence toSAFe principlesand Agile best practices throughout planning, development, and delivery cycles.
Qualifications
Qualifications:
  • Bachelor’s degree in aSTEM discipline with5+ years of experiencein Requirements Management and Agile implementation. Alternatively:
  • Master’s degree with3+ years of experience; OR
  • 10+ years of demonstrated professional experience in lieu of a degree.
  • Familiarity withServiceNow functionalities and platform capabilitiesas they relate to IT service management and business process automation.
  • Strong communication and organizational skills, with demonstrated ability to engage stakeholders from non-technical and technical audiences (e.g., requestors, developers, Platform Owners, Product Owners).
  • 5+ years of experience working in a SETA or related technical advisory/support role, particularly in government programs.
  • Familiarity with Agile methodologies (e.g., Scrum, SAFe) and backlog management techniques.
  • Active TS/SCI with current poly required to start and must be maintained.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
