Job summary

Argonne National Laboratory is seeking a Procurement Specialist- Subcontracts to support the acquisition of services for scientists, engineers, and operations across the laboratory. The role focuses on timely, economical subcontract actions within regulatory requirements, with broad collaboration across Program, Finance, Legal, and Security teams.

Qualifications

• PA2: Minimum of a Bachelor's degree and 2+ years of experience, or equivalent.
• Knowledge of the Service Contract Labor Standards and their applicability to service contracts.
• Experience performing price and cost analyses.
• Experience managing and coordinating assigned subcontract actions.
• Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
• Effective written and verbal communication skills and negotiation skills.

Responsibilities

• Handle some of Argonne's complex acquisitions (staff augmentation, consulting, etc.) requiring knowledge of contracting rules.
• Perform full range of pre- and post-award acquisition activities.
• Collaborate with Program, Finance, Budget, Legal, Export Control, Security, Property Management, Cyber Security.
• Develop procurement objectives and schedule activities to ensure timely contract awards.
• Determine proposal evaluation methodology and assist in evaluating criteria while supporting the acquisition cycle.
• Coordinate and control contract administration, interpret provisions, and manage amendments/closeout.
• Oversee post-award activities including incurred cost audits and related procurement audits.
