KMRG, LLC is seeking a Federal Budget & Appropriations Specialist to support the U.S. Government Publishing Office. The role provides senior-level guidance on budgeting, appropriations, accounting, and financial planning.

Part-time, ~24 hours/week, mainly remote with possible Washington, DC metro attendance. Requirements include a Master’s in a business-related field, CPA license, CGFM, and 15+ years federal budgeting experience (10+ in Legislative Branch).

Qualifications

• Master's degree in business, management, or law is required.
• CPA license and CGFM certification are required or highly preferred.
• Extensive federal budgeting/appropriations experience (15+ yrs).
• Deep knowledge of GAO/OMB guidance and circulars.
• Strong analytical and reporting abilities with advanced MS Office skills.

Responsabilités

• Review budgets, forecast outcomes, and develop financial options.
• Support budget requests, appropriations language, and justifications.
• Analyze cost estimates, rates, and managerial cost accounting.
• Evaluate capital expenditure needs and major investments.
• Advise on Revolving Fund reimbursements and Title 44 requirements.
• Assess internal controls, identify risks, and recommend actions.
• Prepare audit responses and Congressional inquiries.
• Develop policies and supporting budget guidance.
• Provide OMB budget analyses and sequestration information.
• Support strategic investment planning and performance measures.
• Evaluate financial processes and propose improvements.
• Prepare reports, presentations, and project updates.
• Collaborate across GPO teams and provide training as needed.
