KMRG, LLC is hiring a Government Finance Consultant to support the U.S. Government Publishing Office (GPO). The role is primarily remote within the United States, with Washington, DC metro as a preferred site, and is part-time (about 24 hours/week) during weekday 8:00 a.m.–4:30 p.m.

ET. The position requires extensive federal budgeting and regulatory experience, CPA and CGFM credentials, and expertise in GAO guidance and OMB Circulars.

Qualifications

• Master’s degree in a business-related, management, or legal field.
• Active CPA license and CGFM certification.
• 15+ years of federal budgeting and appropriations experience, incl. 10+ years in the Legislative Branch.
• At least five recent years of federal financial management experience.
• Expertise in GAO Green Book, Yellow Book, Red Book; OMB Circulars A-11 and A-136.
• Experience with federal planning, budgeting, reporting, cost accounting, and controls.
• Advanced skills in Microsoft Office, Visio, Adobe PDF, and GBIS/Oracle; strong analytical ability.

Responsibilities

• Review operating budgets, assess financial trends, develop options, and forecast budget outcomes.
• Support annual budget requests, appropriations language, and Congressional budget justifications.
• Analyze cost estimates, reimbursement rates, and managerial cost accounting information.
• Evaluate five-year capital expenditure needs and major purchase plans.
• Advise on Revolving Fund reimbursements and Title 44 requirements.
• Review internal controls, identify risks, and recommend corrective actions.
• Prepare responses to audit findings and oversight inquiries.
• Develop financial policies, procedures, and supporting guidance.
• Prepare OMB budget analyses, reports, and sequestration information.
• Support strategic investment planning and productivity improvements.
• Evaluate financial management processes and propose improvements.
• Prepare reports, presentations, and recurring project updates.
• Collaborate across GPO teams and provide knowledge transfer or training.
