Job summary

KMRG, LLC is seeking a Finance Subject Matter Expert to support federal budgeting and financial management for the U.S. Government Publishing Office. The role focuses on budgeting policy, appropriations, accounting controls, and strategic financial planning at senior levels.

The position is primarily remote within the United States, with Washington, DC metro as a preferred work location. The role is part-time (roughly 24 hours per week) with availability during ET business hours.

Qualifications

• Requires Master’s degree in business-related, management, or legal field.
• Active CPA license and CGFM professional certificate are required.
• 15+ years of federal budgeting and appropriations experience, including 10+ years in the Legislative Branch.
• Experience with GAO Green Book, Yellow Book, Red Book guidance; OMB Circulars A-11 and A-136.

Responsibilities

• Review operating budgets, assess financial trends, forecast outcomes.
• Support budget requests, appropriations language, and Congressional justifications.
• Analyze cost estimates, rates, and managerial cost accounting information.
• Evaluate five-year capital expenditure needs and major investments.
• Advise on Revolving Fund reimbursements and Title 44 requirements.
• Review controls, identify risks, and recommend actions.
• Prepare responses to audit findings and inquiries; develop policies and procedures.
• Prepare OMB budget analyses, sequestration information, and reports.
• Support strategic investment planning and productivity improvements.
• Collaborate across GPO teams and provide training as needed.
