Job summary

Otsuka America Pharmaceutical Inc. is seeking a Sr. Director of Public Policy based in Washington, DC to lead the enterprise public policy agenda.

You will direct a small policy team and work with Corporate Affairs, Market Access, Regulatory, R&D, and Commercial to anticipate, analyze, and shape policy outcomes that enable therapeutic objectives. The role requires engaging with federal and state policymakers, trade associations, and external stakeholders to advance patient access and healthcare

Qualifications

• Master’s degree in health policy, public health, public affairs or related field preferred.
• At least 10 years of experience in health policy, public programs (Medicare/Medicaid) or government sectors.
• Minimum 5 years managing high-performing teams and ability to develop talent.
• Strong knowledge of healthcare laws, regulations, and compliance guidance.
• Ability to assess and communicate business impact of policies and shape commercial strategies.
• Deep understanding of the U.S. biopharmaceutical market, government programs, and pricing/reimbursement.

Responsibilities

• Shape and drive the U.S. public policy agenda aligned with strategic goals.
• Present strategic plans and policy updates to senior executives including CEO and senior leads.
• Develop and execute policy strategies with Federal/State GA, Alliance Development, and other counterparts.
• Assess legislative/regulatory developments and their impact on business and operations.
• Co-lead IRA Task Force to monitor IRA implementation and prepare the business.
• Guide R&D and commercial organizations to adapt to federal & state laws and programs.
• Prioritize U.S. policy initiatives to advance patient access and public health.
• Represent Otsuka’s priorities within key U.S. trade organizations.
