Job summary

Otsuka Government Affairs & Public Policy in Washington, DC seeks a Sr. Director of Public Policy to lead the enterprise policy agenda and a two-person policy team, collaborating across functions including Corporate Affairs, Market Access, and R&D.

You will shape policy positions, engage with trade organizations, and manage policy-related vendor relationships. The role sits on the GALT and travels as needed, with a salary range of $230,720 to $345,000 plus incentive.

Qualifications

• Master's degree in health policy, public health, public affairs, or a related field preferred.
• At least 10 years of health policy, public programs (Medicare/Medicaid), or government experience with payer/commercial focus.
• Minimum 5 years managing high-performing teams.
• Strong knowledge of healthcare laws, regulations, and compliance guidance.
• Ability to assess business impact of policies and shape commercial strategies.
• Deep understanding of the U.S. biopharmaceutical market and government programs.
• Track record of cross-department collaboration to deliver outcomes.

Responsibilities

• Shape and drive the U.S. public policy agenda in alignment with strategic goals.
• Present policy plans and updates to senior executives including CEO and leaders.
• Develop and execute policy strategies with Federal/State GA and Alliance Development.
• Assess legislative/regulatory developments and advise on business impact and strategies.
• Co-Lead IRA Task Force to monitor and adapt to IRA implementation.
• Guide R&D and commercial groups to prepare for federal/state laws and programs.
• Lead creation of U.S. policy positions with consistency across units.
• Advance Otsuka priority positions within trade orgs like PhRMA and maintain relationships.
• Manage budget for vendors/consultants supporting policy work.
• Be a key member of the GAPP Leadership Team steering strategic direction.
