Otsuka America Pharmaceutical, Inc. is seeking a Sr. Director of Public Policy to direct the enterprise public policy agenda.

Reporting to the VP, you will lead a small team and advisors, collaborating across Corporate Affairs, Market Access, R&D, Regulatory, and Commercial to advance patient access and policy objectives. Qualifications

• Master’s degree in health policy, public health, public affairs, or related field.
• 10+ years in health policy, public programs (Medicare/Medicaid) or government sectors.
• Minimum 5 years leading high-performing teams and developing talent.
• Strong knowledge of healthcare laws, regulations, and compliance guidance.
• Ability to assess business impact of policies and shape commercial strategy.
• Deep understanding of U.S. biopharmaceutical market and government programs.
• Track record of cross-department collaboration to deliver outcomes.

Responsibilities

• Shape and drive the U.S. public policy agenda aligned with strategic goals.
• Present plans and policy updates to senior executives including the CEO.
• Develop and execute policy strategies with Federal/State GA and Alliance Development.
• Assess legislative/regulatory developments and advise on impact.
• Co-Lead IRA Task Force to monitor IRA developments and ensure compliance.
• Guide commercial and R&D to adapt to federal/state laws and programs.
• Prioritize U.S. policy initiatives across functions to improve patient access.
• Create U.S. policy positions consistent with corporate strategies.
• Represent Otsuka in key U.S. trade organizations (PhRMA).
• Oversee budget for vendors and consultants supporting policy work.
• Be a member of the GAPP Leadership Team shaping strategic direction.
