Job summary

ORC is seeking a seasoned leader to manage a transportation Right of Way program in Tennessee. You’ll develop strategy, plans, staffing, budgets, and client relationships to deliver complex projects on time and on budget.

You will oversee acquisition, relocation, title coordination, and property management while guiding a high-performing team. Travel up to 25% and close collaboration with DOT and stakeholders are essential.

Qualifications

  • Minimum of 8 years of right-of-way experience with leadership across multiple projects.
  • Experience working with or within a Department of Transportation.
  • At least 3 years managing complex transportation infrastructure programs or projects.
  • 3 years leading project managers and multidisciplinary teams.
  • Proven track record directing large delivery teams and PMs.
  • Proficient with MS Office Suite (Excel, Word, Outlook).
  • Must have a valid driver’s license.

Responsibilities

  • Lead a dedicated transportation Right of Way program supporting a major Tennessee public sector client.
  • Develop and execute overall program strategy with work plans, staffing, schedules, forecasts, and priorities.
  • Serve as ORC's primary contact, building partnerships with client, agencies, engineers, and stakeholders.
  • Provide leadership for acquisition, relocation, title, appraisal coordination, and property management.
  • Monitor budgets, forecasts, staffing, invoicing, profitability, and KPIs.
  • Lead, coach, and develop a high-performing team including onboarding and succession planning.
  • Champion quality assurance, regulatory compliance, and continuous improvement.
  • Partner with executives to identify growth opportunities and support proposals and presentations.
  • Represent ORC in client meetings, public meetings, and industry conferences.
