Job summary

O.R. Colan Associates, LLC is seeking a Utilities Right of Way Program Manager to lead a portfolio of utility ROW projects. The role supports project managers, drives program-wide reporting, and ensures delivery standards while maintaining strong client relationships.

The position is fully remote with eligibility to reside within PA or adjacent states. Expect minimal travel (<10%), a competitive salary, and growth opportunities within the Management department.

Qualifications

• Minimum of 8 years of right of way experience, including leadership across multiple projects or programs.
• Prior experience directing project managers or large delivery teams.
• Proficient with MS Office Suite — specifically Excel, Word, and Outlook.
• An iOS or Android smartphone to access ORC’s systems.
• Valid driver’s license

Responsibilities

• Direct a program of related utility right of way projects — aligning scope, schedules, budgets, and standards across the portfolio
• Guide and support Project Managers, balancing resources and priorities across projects
• Serve as the primary point of contact for clients, maintaining frequent communication and building strong, long‑term relationships through consistent engagement and day‑to‑day partnership.
• Own program-level reporting, forecasting, and financial performance
• Establish and enforce consistent delivery standards, tools, and processes
• Manage program risks and escalations before they reach the client
• Partner with leadership on staffing plans and growth for the program
