Job summary

Connexus-Hub is seeking an analytical contracts analyst to read large volumes of public comments on proposed Packers and Stockyards Act rules, distill themes, and drive policy-ready summaries for agency staff.

You will manage deliverables, coordinate weekly client meetings, and guide junior analysts through deadlines, ensuring compliance with federal style and accessibility standards while meeting tight timelines.

Qualifications

• Bachelor's degree required.
• Advanced degree in public policy, law, economics, agricultural economics, or related field welcome.
• Thorough understanding of federal notice-and-comment rulemaking and the Administrative Procedure Act.
• Direct experience analyzing or responding to public comments on a federal rulemaking.
• Knowledge of regulatory and stylistic requirements for public comment processing and rulemaking.
• Strong analytical writing; writing sample requested.
• Familiarity with Regulatory.gov and 508 accessibility requirements.

Responsibilities

• Analyze public comments on proposed rules, identify themes and high-risk issues, and quantify metrics by topic.
• Distinguish form-letter campaigns from unique substantive comments and account for both in analysis.
• Identify all issues raised through public comment and build a key issues matrix for policy discussion and drafting written responses.
• Write summaries that withstand legal and policy review and support response obligations.
• Deliver material that meets federal style guidance and Section 508 accessibility requirements.
• Set the coding scheme for each rulemaking and review outputs against it.
• Maintain a one-page deliverable tracking sheet and submit to the client weekly.
• Lead the kickoff meeting within ten business days of award and develop the project plan.
• Submit monthly progress reports covering progress, schedule status, and recommendations.
• Run weekly status meetings with the client and document decisions in notes.
• Forecast comment volume and advise Connexus on bench needs for each close.
• Escalate scope creep to Connexus management as needed.
