Nelnet’s CampusGuard division seeks an experienced Program Manager to lead PCI DSS, GLBA, and related compliance initiatives for higher education and government clients. You will design scalable programs, establish governance, and coordinate cross-functional teams.

Qualifications

• Bachelor's degree or equivalent in information systems, business, or related field.
• 5+ years of progressive experience in program/project management, IT compliance, information security, or IT governance.
• End-to-end ownership of a compliance or information security program with executive stakeholder engagement.
• Knowledge of PCI DSS, GLBA or similar frameworks.
• Ability to drive accountability without direct authority and communicate with leadership.
• Organized and able to manage multiple engagements, plans, schedules, and budgets.
• Proficient with MS Project and Microsoft 365 tools.
• Must obtain PCIP credential within 12 months of hire.
• PMP certification preferred; if not held, must be obtained within 12 months of hire.
• Must pass a background check and be authorized to work in the United States without sponsorship.

Responsibilities

• Lead the planning, execution, and delivery of PCI DSS, GLBA, and related compliance initiatives using a hybrid methodology.
• Develop and maintain schedules, WBS, RACI matrices, and risk/issue logs across a decentralized institution.
• Own the annual compliance lifecycle and serve as the primary contact, maintaining artifacts in CampusGuard Central.
• Train and coach client staff to operate the program independently.
• Develop client-facing playbooks, runbooks, checklists, and templates.
• Structure engagements with a deliberate handoff and define what self-sufficient means for each client.
• Support senior advisors delivering fractional IS0 services and maintain policies against frameworks.
• Assemble risk assessments, translate findings into remediation roadmaps, and prepare governance materials.
• Contribute to third-party risk reviews, incident response planning, and tabletop exercises.
• Collaborate with CampusGuard QSAs, assessors, and security engineers to ensure high-quality deliverables.
