Job summary

University of Notre Dame seeks a Program Manager for East Africa to serve as the operational anchor for the AI Weather and Advisory Services portfolio. You will drive coordination across country teams, ministries, and MDBs, translating global investments into actionable, AI-driven advisories for smallholder farmers.

The role supports climate resilience, scalable agriculture, and digital development with frequent international travel.

Qualifications

• 7+ years of progressive experience managing complex, multi-partner international development programs.
• Demonstrated track record interfacing with host-country government institutions, national agencies, and MDBs.
• Proven ability to convene, align, and maintain momentum across diverse stakeholder groups.
• Baseline program management disciplines: budget monitoring, multi-country work planning, risk assessment, donor reporting.
• Excellent written and verbal communication; ability to coordinate across technical, government, donor, and research audiences.

Responsibilities

• Oversee day-to-day planning, execution, and monitoring of multi-partner technical assistance programs in East Africa.
• Coordinate country-based implementation teams with clear deliverables and shared accountability.
• Engage national government agencies, agricultural and meteorological ministries, and MDBs to ensure program alignment.
• Lead work planning, milestone tracking, and grant budget management in partnership with the Secretariat Director.
• Bridge researchers, tech providers, host-country officials, and funders through regular reporting and coordination.
