Job summary

ASAP is seeking an experienced Engineering Manager – Owner’s Representative to support major capital projects in the pharmaceutical and life sciences sector. Location: Philadelphia, PA preferred; remote candidates in Eastern or Central Time Zones will be considered.

Travel is expected 25–50% to project locations in Alabama and Virginia. The role requires broad engineering leadership, coordination with multiple partners, and ensuring regulatory compliance throughout the project lifecycle.

Qualifications

• 15+ years of progressive engineering experience.
• Engineering leadership on complex capital projects.
• Strong knowledge of cGMP, validation, and facility systems.
• Experience with design-bid-build, EPCM, or similar delivery models.

Responsibilities

• Serve as Owner’s primary engineering representative for multidisciplinary activities.
• Provide leadership from feasibility through turnover including commissioning and startup.
• Coordinate consultants, Engineers of Record, constructors, vendors, and stakeholders.
• Lead reviews of calculations, specs, drawings, and equipment packages.
• Ensure solutions meet codes, standards, regulatory guidance, and owner standards.
• Evaluate designs for constructability, operability, and lifecycle cost.
• Oversee RFIs, deviations, design changes, field changes, and VE proposals.
• Assess impacts to scope, cost, schedule, safety, and quality.
• Collaborate with operations, quality, validation, EHS, procurement, and project controls.
• Provide Owner-side engineering support through construction to handover.
