Job summary

Bixal seeks a Database Administrator to manage data behind a federal platform supporting government-wide regulatory planning. You will keep Oracle DB secure, migrate legacy data, and collaborate with engineers and stakeholders to shape data structures and retention on the new platform.

You will work remotely from anywhere in the USA on a 12-month base period with two 12-month options. Competitive compensation ranges and benefits accompany the role.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, or a related field.
• At least 5 years of experience as a database administrator or database engineer.
• Hands-on Oracle Enterprise database administration experience, including backup and recovery, patching, performance tuning, and security configuration.
• Strong SQL and PL/SQL skills.
• Experience leading or executing large-scale data migrations from a legacy database to a new platform.
• Experience with data modeling and designing schemas for new applications.
• Experience with ETL or data migration tooling and scripting (such as Python, shell, or similar).
• This position requires the ability to obtain and maintain a favorable Public Trust determination.

Responsibilities

• Administer, monitor, and tune the production Oracle Enterprise database, ensuring availability, performance, and integrity across all environments.
• Manage backups, recovery, patching, upgrades, and capacity planning, and support continuity of operations and disaster recovery testing.
• Implement and maintain database security controls, including access management, auditing, and encryption, and remediate database vulnerabilities within contractual timelines.
• Support defect resolution, performance troubleshooting, and data requests that involve the database.
• Develop and maintain the Data Migration Plan for moving legacy data to the new platform.
• Map legacy data structures to new target data models, documenting transformations, assumptions, and data quality issues.
• Build, test, and run repeatable migration and ETL processes, including validation and reconciliation against source systems.
• Plan migration timing, rollback procedures, and acceptance criteria for each release.
• Preserve historical records, legacy identifiers, and public references, and support archive or read-only access to historical data where needed.
• Contribute to data model design, indexing, and query optimization for the new platform.
• Support integration, decommissioning, and records retention planning as legacy capabilities are retired.
• Maintain database documentation, data dictionaries, and runbooks.
• Participate in agile ceremonies, including sprint planning, estimation, reviews, and retrospectives.
• Other relevant duties as assigned and qualified/trained to perform.
