Job summary

Catholic Relief Services (CRS) seeks a Technical Advisor II to lead MEAL support across regional and country programs, including remote and in-country assistance, budget reviews, tool design, data analysis and learning agendas. The TA II will align with MEAL policies and donor guidelines to improve program quality and accountability.

Qualifications

• Bachelor’s degree in international development, statistics, economics or related field.
• Experience in MEAL across international development and disaster settings.
• Minimum 8 years of work with progressive MEAL responsibilities.
• Experience with monitoring & evaluation tools, indicators, data collection, analysis and presentation.
• Experience providing technical assistance and contributing to donor proposals.
• Experience with both development and emergency programs.

Responsibilities

• Provide MEAL technical assistance remotely and in-country to projects and country teams.
• Contribute to MEAL budgets, system design, and data collection tools.
• Support evaluations and learning agendas in MEAL programs.
• Support business development with MEAL inputs to proposals.
• Design tools and reports and integrate donor requirements.
• Support MEAL in humanitarian responses and deployments.
• Establish MEAL indicators and data visualization for use.
• Develop global awards MEAL components and guidance.
• Design digital forms for data collection and visualization.
• Strengthen capacity by training and mentoring MEAL staff.
