Job summary

The City of Burlington is seeking a Lead Program Specialist Project Manager to design and oversee lead hazard reduction and healthy homes construction projects. The role ensures contractor performance and compliance with project specs, grant requirements, and applicable regulations, including HUD guidelines and Vermont regulations for lead control.

Qualifications

  • Bachelor’s degree in a related scientific/environmental field or equivalent training.
  • Knowledge of government procurement, reporting, permit process, and federal programs preferred.
  • Experience in specification writing and preparation of bid and contract documents.
  • Proficiency with Windows-based software including word processing, spreadsheets, databases, and construction management software.

Responsibilities

  • Schedule and oversee lead hazard reduction and healthy homes intervention projects to meet aggressive quarterly benchmarks.
  • Communicate with property owners, tenants, and consultants about lead hazard control projects and healthy homes interventions.
  • Schedule projects based on Burlington Lead Program priorities and work with the Vermont Department of Health to expedite work on properties occupied by lead poisoned children.
  • Identify healthy homes hazards and design interventions to protect occupants from health and safety hazards.
  • Coordinate the bidding process and review cost estimates.
  • Conduct scheduling of all stages of projects.
  • Assist in relocation of tenants and preparation of relocation documents.
  • Assist property owners in selecting qualified contractors.
  • Provide oversight of all work performed by contractors in accordance with scope of work, HUD and Department of Health regulations.
  • Monitor and track project budgets, change orders and invoicing.
