Job summary

ICF’s Disaster Management Division is seeking a Lead Financial Management Specialist to help build data platforms and support federal disaster recovery grant programs. This fully remote US role offers minimal travel and emphasizes compliance, data integrity, and system enablement for grant management teams.

Qualifications

• Bachelor’s degree in information systems, business, accounting, finance, public administration, CS, or related field; equivalent experience.
• 8+ years of professional experience (post-university).
• 5+ years of knowledge or experience supporting CDBG-DR and/or CDBG-MIT.
• 5+ years of experience using financial systems, including gathering, documentation, testing support, and end-user technical assistance.
• 5+ years of cross-functional collaboration with technical, financial and program stakeholders.

Responsibilities

• Lead system functionality and workflow improvements for grant programs.
• Analyze Dynamics 365 grant management and financial processes, including setup, budgets, and reports.
• Become proficient with Dynamics 365 Grant Management, Finance, and Power BI for program operations.
• Partner with stakeholders to define requirements, assess feasibility, and prioritize enhancements.
• Support data cleanup, imports/exports, reporting validation, and data integrity activities.
• Develop and maintain user guides, SOPs, and training materials.
• Support testing activities including UAT and defect tracking.
• Identify system limitations and provide practical, solution-focused recommendations.
• Participate in meetings to ensure MS Dynamics 365 solutions meet objectives.
