Job summary

Iowa Department of Management (DOM) is hiring an Application Development Services – Associate ESO to modernize state agency applications, manage secure integrations, and enable innovative solutions for Iowans. You will shape statewide standards and build a legacy of excellence in government IT.

The role focuses on architecting integrations, applying modernization patterns, enforcing governance, supporting agencies, and delivering technical documentation and training to ensure enterprise

Qualifications

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.
• Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security, and experience equal to two years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.
• Five years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and certifications or equivalent education may be required.

Responsibilities

• Architect and optimize iPaaS integrations to standardize data exchange and secure access.
• Lead modernization initiatives using microservices and low-code platforms.
• Governance and security: lifecycle gates, guardrails, risk management, and release governance.
• Documentation and collaboration: runbooks, references, and cross-team coordination.
