Job summary

Iowa Department of Management is seeking an Application Development Services – Associate ESO to modernize state IT systems and govern secure integrations. You will architect integrations, enforce governance, and guide agencies on enterprise standards.

Lead with microservices, low-code platforms, and secure coding practices, while collaborating with architects, developers, and stakeholders to ensure scalable, compliant delivery.

Qualifications

• Experience creating and maintaining policies, standards and best practices for software development.
• Experience supporting custom built applications, integrations, API gateways, microservices-based systems, or low-code platforms.
• Knowledge of development patterns, modernization concepts, integration patterns, and secure coding practices.
• Ability to translate technical requirements into actionable steps for agencies and development teams.
• Familiarity with lifecycle governance, data migration approaches, and enterprise architecture guardrails.
• Knowledge of AI-assisted development and AI solution delivery.
• Experience collaborating with technical staff and agency partners in a structured IT environment.
• Strong communication and documentation skills including runbooks and references.

Responsibilities

• Architect & optimize iPaaS integrations; standardize data exchange and API gateway controls.
• Lead modernization initiatives with microservices and low-code governance.
• Establish lifecycle gates and manage enterprise patterns and guardrails; own risk for applications.
• Serve as a technical resource; troubleshoot integration and platform issues; perform root-cause analysis.
• Produce technical documentation, runbooks, and performance metrics; collaborate with stakeholders.
• Provide training on governance, secure coding, and citizen-developer guardrails.
