Job summary

Iowa Department of Management (DOM) is hiring an Application Development Services – Associate ESO (Information Technology Specialist 5) to modernize state agency applications and drive secure integrations across platforms.

You will lead modernization efforts, govern enterprise patterns, and serve as a technical resource for agencies while building reusable components and runbooks. Remote options may be explored in collaboration with management.

Qualifications

• Bachelor’s degree (any field) and three years of full-time IT work in application development, database management, or security.
• Bachelor’s degree in CS, software engineering, MIS, or cyber security and two years of full-time IT work in development, database management, or security.
• Five years of full-time work in IT with development and related areas; or four years of education plus experience as described above.

Responsibilities

• Architect and optimize integrations, standardize data exchange, and manage API gateway policies.
• Lead modernization initiatives using microservices and low-code platforms; define guardrails and reusable components.
• Governance and security: lifecycle gates, enterprise guardrails, and risk management in production.
• Support agencies: troubleshoot integration issues, conduct root-cause analysis, and drive corrective actions.
• Create technical docs, standards, and runbooks; monitor health and report metrics.
• Provide training on governance, secure coding, and citizen‑developer guardrails; improve audit scores.

Education

Bachelor's degree (any field)

Bachelor's degree in CS / Software Engineering / MIS / Cyber Security

Total of 4 years education and/or experience (with 30 semester hours = 1 year)
