Job summary

Qualifications

• Eight years of experience related to IT portfolio management or leadership.
• Ability to align IT initiatives with agency goals and strategy.
• Experience overseeing multiple portfolios and large programs.
• Data-driven approach to investment decisions and prioritization.
• Proven cross-team collaboration with executives, IT managers, and partners.
• Ability to manage risk and drive continuous improvement.
• Experience with portfolio governance, templates, and reporting.

Responsibilities

• Guide and develop the enterprise IT Portfolio Management program and governance.
• Oversee investments across ITSO, environmental program portfolios, and support services.
• Maintain portfolio standards, templates, and intake and prioritization processes.
• Provide senior guidance to leadership on roadmap and service lists.
• Coordinate legislative reviews and partner communications for IT initiatives.
• Mentor IT staff on portfolio management practices and improvements.
• Administer annual technology certification requirements and accommodations.
• Act as Technical Change Manager, assessing impacts of changes and documentation needs.
