Job summary

The Wilkinson Firm is seeking an experienced independent consultant to lead federal proposals. You will own the full lifecycle, craft compelling executive summaries, and ensure compliance across Sections L and M while coordinating with the GovCon Division Lead.

Bring 5–15 years of federal proposal experience, a proven track record on $1M+ opportunities, and Shipley/APMP credentials. Remote work is supported; US-based location preferred for governance and coordination.

Qualifications

• 5-15 years in federal proposal management, technical writing, or capture support.
• Documented track record managing $1M+ federal proposals through full lifecycle to submission.
• Shipley-trained or equivalent; APMP credential preferred.
• Fluent in FAR/DFARS, RFP structure (Sections L and M) and compliance matrix.
• Past performance citations in workforce services, HHS, hospitality contracting, or staffing IDIQs.
• Located anywhere in the US.

Responsibilities

• Own full proposal lifecycle from kickoff to submission and debrief.
• Lead technical writing and editing of executive summaries, approaches, past performance, and resumes.
• Maintain the compliance matrix with all Section L and M requirements and page counts.
• Build and curate a response library of reusable content and pricing structures.
• Coordinate with the Federal Capture Director on win themes, discriminators, and ghosting strategy.
• Collaborate with subcontractors on teaming inputs and price submissions.
