Job summary

US Congressional Budget Office is seeking a Project Manager / BPA Program Manager to serve as the single point of contact for contract administration, task orders, and personnel coordination.

The role requires communication with senior executives, expertise in federal IT program management, 5+ years of PM experience, and the ability to manage budgets, risks, and schedules. Remote work is authorized with possible on-site requirements.

Qualifications

• Ability to communicate with senior-level executives in writing and speaking.
• Ability to meet critical deadlines.
• Expertise in the execution and oversight of major federal IT programs.
• At least 5 years of program management experience.
• Ability to quantify information for recommendations in written and verbal formats.
• Understanding of IT and cybersecurity capabilities.
• Strong oral and written communication across multiple concurrent activities.
• Ability to define requirements and prepare task proposals, including budget and schedule development.
• Experience with project management tools; experience developing policies, procedures, and work instructions.
• Ability to identify, assess, and mitigate technical and project-related risks; assess deliverables against client requirements.

• Resource & Budget Management — assign tasks and forecast labor burn.

• Stakeholder Communication — liaison between contractor teams and leadership.
• Oversee contract/task-order administration and supervision of contract personnel.
