Job summary

WinTrio LLC seeks an experienced Program Manager for Federal IT and Digital Transformation initiatives. You will lead complex programs spanning cybersecurity, cloud modernization, DevSecOps, and data engineering, coordinating multi-disciplinary teams and ensuring compliant, on-time delivery.

You will manage budgets, schedules, and stakeholder communications while guiding governance, risk, and performance metrics across federal environments.

Qualifications

• Bachelor’s degree in IT/CS/Engineering/ MIS/ Business Administration or related field.
• 10+ years of experience managing Federal IT programs with technical delivery responsibilities.
• Experience leading cybersecurity, cloud modernization, DevSecOps, data engineering, or application modernization initiatives.
• Experience managing Federal contracts, task orders, or enterprise technology programs.
• Familiarity with RMF, NIST 800-53, FedRAMP, and Zero Trust concepts.

Responsibilities

• Lead execution of large-scale Federal IT and digital transformation programs.
• Provide program leadership, governance, and strategic direction across cybersecurity, cloud, and modernization.
• Manage scope, schedule, budget, staffing, risks, issues, and contract performance.
• Oversee delivery across AWS GovCloud, Azure Government, hybrid cloud, and on-prem environments.
• Ensure compliance with Federal security frameworks and RMF/ATO processes.
• Drive Agile, DevSecOps, automation, and continuous improvement.
