Job summary

Koniag Government Services is seeking a Business Analyst to support KTS and our government customer on a remote basis. The role focuses on translating NEPA processes into actionable user stories and system requirements for a federal IT modernization effort.

You will collaborate with USDA's Product Owner and diverse stakeholders to document business needs, develop and prioritize user stories, map data standards, and support UAT milestones. A Public Trust clearance is required.

Qualifications

• Experience documenting and analyzing complex business processes and translating them into technical requirements
• Proven ability to write user stories and manage backlogs in an agile environment
• Experience working on federal IT modernization projects preferred
• Knowledge of NEPA environmental review processes is a plus

Responsibilities

• Understand and document business needs related to NEPA processes with USDA Product Owner
• Develop, refine, and prioritize user stories for diverse users including USDA staff and the public
• Analyze current environmental review workflows across 10 USDA agencies to identify automation opportunities
• Support development of Case Management, Document Library, and AI-based Recommendation Engine modules
• Facilitate requirements workshops and stakeholder interviews
• Maintain up-to-date documentation of business rules, workflows, and acceptance criteria
• Assist in mapping USDA data standards and NEPA regulatory requirements to system functionality
• Support User Acceptance Testing (UAT) at MVP milestones and beyond
• Identify and document process gaps, redundancies, and opportunities for automation
