OCT Consulting, LLC is seeking a Financial Reporting and Analysis Specialist to support a federal financial management shared services program. The role focuses on running the monthly billing cycle, performing quarterly and annual cost analyses, and delivering routine financial reporting for multiple federal customer organizations.

Located in Southwest DC with standard ET hours, the position requires U.S. citizenship, eligibility for a Public Trust clearance, and the ability to obtain

Qualifications

• Bachelor’s degree in accounting, finance, business administration, data analytics, or related field.
• 3–6 years of experience in financial reporting, financial analysis, or federal financial operations.
• Experience with activity-based cost modeling and cost model development.
• Experience analyzing shared services or reimbursable costs, including data extraction, transformation, and reporting with advanced Excel (pivot tables, lookups, Power Query).
• Working experience with SQL, financial data modeling, and quality assurance validation.
• Federal sector experience in system change management and release management.
• Technical writing experience for SOPs and business process documentation.
• Proficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, Project, and SharePoint.
• Preferred: Power BI or Tableau; JIRA; CGFM or CPA; active security clearance.

Responsabilités

• Gather monthly cost and workload inputs from process owners and run the monthly billing model.
• Compare monthly results with prior periods and document root causes of anomalies.
• Prepare monthly activity reports, contracts and expense analyses, and variance analyses ahead of monthly meetings.
• Perform quarterly cost per vendor invoice calculations and prepare client reports.
• Conduct annual reassessment of shared services amounts and document workload driver changes.
• Lead annual cost model configuration reviews and document changes in JIRA and client processes.
• Support system change requests by gathering requirements and validating results post-release.
• Draft and update SOPs and desk guides for monthly, quarterly, and annual cycles.
• Handle ad hoc data requests, analyses, and briefings.
