Qualifications

• Minimum 15 years of experience in project or program controls.
• Proven ability to manage cost, schedule, risk, and change control.
• Experience with earned value management and integrated cost/schedule management.
• Strong communication with technical and executive audiences.
• Experience leading multidisciplinary teams.

Responsibilities

• Develop and maintain the program controls framework and baselines.
• Monitor performance, identify variances, and implement corrective actions.
• Review contractor costs and manage cash-flow forecasts.
• Develop dashboards, KPIs, and executive reports.
• Lead and mentor project controls staff.
• Coordinate across engineering, construction, procurement, and finance.
