Qualifications

• Three years of experience with Medicaid DSH rules, payments, or audits.
• Three years with Medicaid rules, regulations, and State Plan methodologies.
• Hands-on Medicaid data experience (claims, eligibility, payments).
• Advanced Excel skills for payment models; SQL or SAS a plus.
• Ability to explain DSH methodology clearly in writing and training.

Responsibilities

• Assess federal DSH policy changes and impact on State Plan.
• Support State Plan resubmissions as needed.
• Evaluate and suggest improvements to DSH payments and scope.
• Identify data artifacts needed to calculate DSH payments.
• Draft communications to hospitals on methodology and deadlines.
• Collect and reconcile data from hospitals and the state.
• Calculate DSH rates, build yearly payment model, deliver final figures.
• Draft the annual DSH payment schedule and support audits.
• Educate hospitals on DSH requirements, data sources, and tools.
• Maintain schedule with proven standards and methodologies.
