ICF’s Housing and Community Development team is seeking a Training Specialist to drive disaster recovery training across the nation. The role supports design, development, and delivery of comprehensive training content for CDBG-DR programs and stakeholders.

The position emphasizes expert facilitation, collaboration with project teams, and content customization for diverse audiences, with travel as needed. Remote work from various US time zones is supported.

Qualifications

• Bachelor’s degree in Learning and Development, Organizational Management, Education, Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or other relevant field.
• Minimum 8 years of experience working directly with CDBG-DR programs, HUD program and or other relevant affordable housing programs.
• Minimum 2 years of experience utilizing various training platforms to conduct trainings in-person and virtually, designing and delivering training and technical assistance (TTA) services.
• Excellent facilitation and presentation skills in virtual and face to face classroom delivery.
• Demonstrated knowledge of how housing, community and economic development, and disaster recovery programs are implemented at the state and/or local levels.
• Willingness to travel on occasionally.

Responsabilités

• Design, develop, and deliver engaging in-person and virtual training materials for CDBG-DR grantees and stakeholders.
• Facilitate learning sessions with interactive activities, group discussions, case studies, and role-plays.
• Deliver group and individual trainings under the direction of a project manager.
• Contribute to product development, serving as a subject-matter expert or author as needed.
• Provide content expertise for HUD disaster recovery programs during training delivery and in product development.
• Customize content for specific audiences based on needs and learning capacity.
• Deliver trainings on regulatory and grant-specific requirements, including policies, procurement, and labor standards.
• Ensure accuracy, consistency, and regulatory compliance of all materials.
