Job summary

The Great Plains Institute seeks a Director, Utility and Regulatory Innovation to lead and grow our national utility policy and stakeholder-engagement work. Based in Minnesota with a WFH Flexible option, the role oversees strategic direction, staffing, fundraising, external relations, and budget management, in partnership with the Vice President of Energy Systems.

Qualifications

• Bachelor’s and/or Master’s Degree in a relevant field.
• 10+ years working on electric or gas utility and regulatory innovation.
• 10+ years designing stakeholder engagement processes to achieve goals or outcomes.
• Experience with philanthropic and/or fee-for-service fundraising and managing budgets.
• Experience supervising staff and supporting their success.
• Experience facilitating meetings of many different sizes and formats.
• Experience working with diverse people and political perspectives.
• Experience developing and maintaining relationships.
• Excellent time, deadline, and project management skills.
• Willingness to travel.

Responsibilities

• Lead and grow GPI’s utility and regulatory innovation work.
• Provide expertise in designing multi-meeting stakeholder engagement processes to develop consensus policy recommendations.
• Assist utilities and commissions with stakeholder engagement proceedings for complex regulatory issues or filings.
• Lead or co-facilitate meetings of various sizes and formats.
• Ensure high-quality meeting production with agendas, pre-reads, slides, summaries, and process summaries.
• Identify and recruit subject matter experts for meetings.
• Develop and convene stakeholder engagement processes with partners to reduce greenhouse gas emissions while addressing affordability and equity.
• Collaborate with partners or subcontractors for technical analyses to inform discussions.
• Work with communications to publish thought leadership through blogs, white papers, reports, and webinars.
• Collaborate with communities program for constructive local government engagement in PUC proceedings.
• Supervise and support a team of staff; support program success across Energy System.
• Provide strategic advising to external clients, partners, and stakeholders.
