Job summary

QBE, LLC is seeking an experienced Program Manager to lead information security support services for NIH/OD-OIT. The role is primarily remote with occasional TDY and requires coordinating with government leadership and program stakeholders.

You will manage scope, schedule, staffing, and deliverables across Governance, Risk and Compliance, Security Operations, and Training, developing PM plans, metrics, and performance reviews while ensuring alignment with customer mission requirements.

Qualifications

• Associate degree in cybersecurity or related field, or 2+ years of relevant experience in lieu.
• At least 10 years of relevant experience managing federal IT or cybersecurity programs.
• Experience leading multidisciplinary technical teams and multiple workstreams.
• Ability to communicate with senior government and corporate leadership.
• Certifications: CompTIA Security+, PMP, ITIL Foundation.

Responsibilities

• Provide overall program leadership, management, and oversight for cybersecurity support activities.
• Serve as the primary interface between government leadership and program stakeholders.
• Manage scope, schedule, staffing, resources, risks, deliverables, and performance.
• Coordinate activities across Governance, Risk, and Compliance; Security Operations and Engineering; and Security Awareness and Training.
• Establish program priorities and ensure work aligns with customer mission requirements.
• Monitor contract performance, service levels, deliverables, milestones, and quality standards.
• Lead recurring program reviews, status meetings, and executive briefings.
• Identify program risks, issues, dependencies, and corrective actions.
• Develop and maintain program management plans, schedules, reports, and metrics.
• Ensure appropriate staffing levels and allocation of personnel across technical and operational functions.
