Job summary

QBE, LLC is seeking an experienced Program Manager to lead information security support services for NIH/OD-OIT. The role is primarily remote with occasional TDY and requires coordinating with government leadership and program stakeholders.

You will manage scope, schedule, staffing, and deliverables across Governance, Risk and Compliance, Security Operations, and Training, developing PM plans, metrics, and performance reviews while ensuring alignment with customer mission requirements.

Qualifications

• Associate degree in cybersecurity or related field, or 2+ years of relevant experience in lieu.
• At least 10 years of relevant experience managing federal IT or cybersecurity programs.
• Experience leading multidisciplinary technical teams and multiple workstreams.
• Ability to communicate with senior government and corporate leadership.
• Certifications: CompTIA Security+, PMP, ITIL Foundation.

Responsibilities

• Provide overall program leadership, management, and oversight for cybersecurity support activities.

• Develop and maintain program management plans, schedules, reports, and metrics.
• Ensure appropriate staffing levels and allocation of personnel across technical and operational functions.

Overview

Minimum Qualifications

• Associate degree in cybersecurity, information technology, computer science, information systems, business, communications, or a related field, or an additional two or more years of relevant experience in place of the degree requirement.
• At least 10 years of relevant experience aligned to the responsibilities of this position.
• Demonstrated experience managing complex federal IT or cybersecurity programs.
• Experience managing multidisciplinary technical teams and multiple concurrent workstreams.
• Strong understanding of cybersecurity program operations and federal information security environments.
• Experience managing schedules, risks, deliverables, staffing, and customer relationships.
• Ability to communicate effectively with senior government and corporate leadership.
• CompTIA Security+ certification.
• Project Management Professional (PMP) certification.
• ITIL Foundation certification.
• Ability to obtain and maintain the required federal background investigation, Public Trust determination, or security clearance associated with the position.

Preferred Qualifications

• Bachelor's or master's degree in a related discipline.
• Experience managing cybersecurity programs within HHS, NIH, or another federal civilian agency.
• Experience supporting enterprise security operations, GRC, cloud security, or security engineering programs.
• Experience with federal contract performance management and reporting.

• Ability to perform duties in an office, remote, or hybrid environment based on program requirements.

The projected compensation range for this position is $130,000.00 - $145,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories.
