Job summary

Ramsey County is seeking a Real Estate Appraiser – Commercial to appraise a broad portfolio of properties, including commercial, industrial, and apartment assets. The role emphasizes data accuracy, sales verification, and income/value analysis within a remote-capable environment.

The position requires relevant licensure in Minnesota (AMA/CMA) and a minimum of two years of post-secondary education plus three years of related experience. Infrequent in-person meetings may be required.

Qualifications

• Two years of post-secondary education required.
• Three years of property taxation, real estate or related functions and/or real estate assessment or appraisal experience.
• Licensure by the Minnesota Board of Assessors as an Accredited Minnesota Assessor (AMA) within five years of obtaining licensure as a CMA; CMA license; valid Class D driver's license.

Responsibilities

• Appraise commercial, industrial, apartment and special use properties using mass appraisal statistical modeling techniques, direct capitalization or gross rent analysis.
• Verify and compile data on all sales transactions of assigned properties and interview relevant parties to determine sales validity for the ACE database.
• Determine land values and land component contribution; stay updated on land markets to support CAMA models.
• Respond to questions from property owners and tax representatives about assessment processes and valuation methods; understand 20+ tax class rates for commercial properties.
• Maintain accurate records for each property including extensive data fields and variance analysis for audits and appeals.
• Investigate and review requests for reductions or changes in classification; prepare reports and proformas; communicate with owners for required information.
• Litigate uncomplicated petitions in Minnesota Tax Court; prepare narrative appraisals and defend values through testimony as needed.
• Conduct market research across up to 80 property use types; collect income/expense data, occupancy rates, and cap rates to assess market performance.
