ECS Corporate Services is seeking an experienced Cloud Application Technical Lead to remotely support NIH NEAT migration and modernization efforts. You will provide technical leadership for web and mobile application standards, design Azure resources, and assist with cost-benefit analyses of on-premises vs.

cloud solutions. The role requires 10+ years in enterprise development, 5+ years leading Agile teams, and strong .NET 8, React, and SQL Server expertise.

Qualifications

• Bachelor's degree in Computer Science, Information Security or related field.
• 10+ years hands-on software development for enterprise apps using Microsoft Tech Stack.
• 5+ years leading technical teams in Agile environments.
• 3+ years building large scalable web/mobile apps using React.
• Experience with .NET Platform (.NET 8), JavaScript/React/Vue front end, and MS SQL Server.
• Experience integrating COTS, GOTS, and FOSS into a larger collection of services.
• Willingness to travel within the Washington DC Metro Area and CONUS.

Responsibilities

• Provide technical leadership to identify, design, and implement web and mobile application standards.
• Design, maintain, and implement Azure resources (virtual networks, storage, compute, databases, app services).
• Assist stakeholders with migration cost-benefit analyses for on-prem vs cloud solutions.
• Create secure, scalable mobile system architecture integrated with partner applications.
• Ensure applications are FISMA compliant.
• Recommend and implement security features to meet federal requirements.
• Evaluate tools for mobile software development and deployment (write-once, run-anywhere).
• Provide advisory for cloud-related modernization efforts.
• Architect and troubleshoot high availability and resilience (clustering, failover).
• Collaborate with stakeholders to leverage cloud services.
• Conduct proof-of-concept and pilot projects for migration approaches.
• Assist SEB with market research on cloud platforms and tools.
• Enable CI/CD pipelines for web and mobile apps, ensuring QA standards.
