Job summary

GovCIO is seeking an experienced Vice President to lead large-scale federal IT programs, hybrid infrastructure modernization, data center operations, FinOps, SIAM, and business office integration for VA OIT. This role acts as a senior accountable leader across multiple workstreams, aligning with VA leadership to drive enterprise outcomes in a complex hybrid cloud and on‑premises environment.

Qualifications

• 15+ years of experience leading large-scale federal IT programs.
• Experience supporting VA, OIT, or similar federal health IT environments.
• Proven ability to manage large, multi-disciplinary programs and teams (50+ personnel).
• Strong governance, executive reporting, KPI development, and stakeholder engagement.
• Deep understanding of Agile methodologies and project management practices.
• Experience with hybrid infrastructure (cloud + on‑premises).
• Experience with modernization, SIAM, FinOps, cost optimization, and incident management.
• Experience with data analytics, dashboards, and performance measurement.
• Financial management experience including T&M, ROI, and resource planning.
• Exceptional communication skills (written, verbal, visual).

Responsibilities

• Serve as primary interface to VA executive leadership, COR, and stakeholders.
• Lead executive briefings, KPI reporting, governance discussions, and decision forums.
• Establish governance structures, escalation pathways, and operating rhythms.
• Develop understanding of VA IT architecture, priorities, and funding.
• Oversee strategic infrastructure modernization plans and roadmaps.
• Drive modernization across hybrid environments and data center operations.
• Integrate SIAM, FinOps, and optimization initiatives into a unified strategy.
• Align delivery with VA priorities, funding models, and portfolio needs.
• Lead delivery across Infrastructure, Data Center, SIAM, FinOps, and incident management.
• Manage a large multi-disciplinary team and complex workstreams.
• Champion Agile delivery, transparent reporting, and continuous improvement.
• Define and report on KPIs, OKRs, automation targets, and outcomes.
• Use analytics to inform decisions and improve program outcomes.
• Conduct QA reviews, risk reviews, and health evaluations.
• Drive innovation, operational maturity, and audit readiness.
• Maintain risk registers, compliance documentation, and disaster recovery posture.
• Oversee incident response, service reliability, and operations support.
• Oversee cost models, ROI tracking, and financial governance.
• Collaborate with finance, recruiting, and operations for program success.
• Present and defend strategies and tradeoffs clearly.
