Job description

All Covenant House Alaska program staff work as advocates and allies for youth experiencing homelessness and human trafficking.

The Relief Pool Associate Manager plays a pivotal role in ensuring that Covenant House Alaska (CHA) has the staffing resources necessary to deliver high-quality service to the youth we serve while maintaining an environment of safety and compliance with any regulatory standards. This position requires a combination of experience in serving youth, managerial skills, and a dedication to promoting a positive work environment for Relief staff.

Essential Functions

  • Demonstrate a clear understanding of the Covenant House Mission, philosophy, history and tradition(s) and the underlying values upon which the Agency is founded, and can communicate this to the staff, youth, and the community we serve.
  • Maintain a high level of ethical standards.
  • Prioritize safety of youth, staff and program.
  • Acts as Administrative on-call on a rotating basis for program support.
  • Actively participate in all staff meetings and trainings.
  • Demonstrate an enthusiastic commitment to the job and the Agency.
  • Provide supervision within the Agency’s structure and guidelines.
  • Seek out new information and training in the field.
  • Timely completion of routine administrative tasks including payroll, credit card reconciliation, time studies, etc.

Program Development and Maintenance

  • Manage the allocation of relief staff to different programs based on needs. Collaborate with program leadership to assess staffing needs and ensure adequate coverage.
  • Monitor staffing schedules for relief pool staff, ensuring they meet minimum shift requirements and do not incur excessive overtime. Approve timecards.
  • Must be able to lead, analyze, problem solve, and implement solutions quickly during times of unplanned and planned staffing crisis/needs.
  • Participate in improvement initiatives aimed at improving youth outcomes, optimizing resource utilization, and improving operational efficiency within the relief pool staff and across the Agency.
  • Participate in the review, development, and implementation of program policies and procedures and operating procedures.
  • Maintain positive working relationships with all CHA program components.
  • Conducts meetings, orientations, trainings and ensures that communication is disseminated timely to the relief pool staff.

Personnel Management and Position Accountability

  • Monitor the performance of relief pool staff to ensure they are meeting minimum requirements for hours worked and training.
  • Responsible for interviewing, applicant selection, and onboarding coordination of relief pool staff with the People Team.
  • Oversee initial and ongoing program training, ensuring job shadow checklists are completed and each relief staff member is trained across all program sites within a timely manner.
  • Provide feedback and implement corrective actions when necessary.
  • Conduct regular performance evaluations, consistent supervision meetings, and identify opportunities for professional development.
  • Address conflicts and interpersonal issues within the relief pool team or between relief staff and other programs.
  • Foster a positive work environment built on mutual respect, open communication, and collaboration.

Budget and Data Management

  • Work with Program Managers to analyze costs and prepare annual budgets.
  • Responsible for relief staff data completion, management, and quality assurance.
  • Track data outcomes to help inform program design and decisions.
  • As needed, assist with program grant reporting and compliance.

Special Projects

  • Plan, organize, and implement special projects within the Programs Department as assigned.

Supervisory Accountabilities

This position is accountable for all management related responsibilities and oversight for assigned program position(s).

This position participates in the Administrative On-Call Rotation.

Bachelor’s Degree in human or social services related degree is strongly preferred. Experience can substitute for educational requirement on a year-for-year basis.

Experience working with adolescent or disadvantaged populations preferred; life, volunteer and internship experience will be considered. Experience in a supervisory capacity providing direct supervision and evaluation of staff required.

Knowledge, Skills, and Abilities Required

  • Basic understanding of adolescent development and behaviors; demonstrate enjoyment of and ability to relate to at-risk youth and demonstrates empathy with the joys and pains of others.
  • Strong ability to relate effectively with staff, youth, and community agencies.
  • Is approachable, builds rapport well and practices attentive and active listening.
  • Knowledge of adolescent development, family dynamics, crisis intervention.
  • Critical thinking and problem-solving skills are needed, along with the ability to make quick decisions. Able to make good decisions consistently based upon a mixture of analysis, wisdom, experience, and judgment.
  • Proficiency giving presentations, making public speaking an important asset.
  • Proficient with standard computer operating systems. Ability to learn and navigate multiple databases including Microsoft Office suite.
  • Ability to address conflict well and manage difficult youth in a supportive, non-threatening manner; Able to respond quickly and safely and is a settling influence in crisis situations and emergencies.
  • Ability to work with people of varied cultural backgrounds and tolerate differences in behavior.
  • Support equal and fair treatment and opportunity for all; tolerant of people and processes.
  • Ability to work independently, using good judgment, and common sense.
  • Maintain confidentiality and present the straightforward truth.
  • Self-motivation, initiative and commitment to ongoing learning are essential.
  • Excellent oral and written, communication skills including organizational skills and attention to detail.
  • Ability to prioritize multiple tasks.
  • Ability to adjust schedule to support program needs, deadlines, or special circumstances which may include working or being available by phone outside of normal business hours, and Holidays and/or weekends as needed.
  • Possess a current state of Alaska Driving License and have a clean driving record.
  • Pass federal, state, and local background investigation.

Working Conditions

  • Position works in a variety of Program environments (Commercial and Residential)
  • Noise level is mild to moderate, consistent with office and residential environments.
  • Must have the ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Must have the ability to observe details within close range.
  • Must be able to remain in stationary position for extended periods of time.
  • Must be able to move within the office to access files and office equipment.
  • Consistently operates a computer and related office machinery.
  • Must be able to ascend/descend stairways within a wide variety of facilities with and possibly without the assistance of an elevator.
