Job summary

ManpowerGroup in New York, NY, seeks a Project Manager Non IT III to join the program delivery team on a hybrid schedule (onsite Mon–Wed). You will coordinate end-to-end regulatory reporting implementations, lead country rollout readiness, and manage multi-workstream delivery from intake to run.

The role requires 5+ years in program management for regulatory or enterprise change initiatives, experience with international implementations, and strong governance tooling skills.

Qualifications

  • 5+ years in program/project management delivering complex, multi-workstream regulatory or enterprise change programs.
  • Experience managing international regulatory/reporting implementations across multiple countries or units.
  • Hands-on governance tooling: RAID logs, readiness criteria, and status reporting with executive updates.
  • Experience working with third-party advisory/SI firms and software vendors.
  • Bachelor’s degree in Business, Finance, Information Systems or related field.

Responsibilities

  • Coordinate end-to-end implementation of regulatory reporting mandates and transitions to post-production support.
  • Own country rollout planning and governance, ensuring timely, compliant implementations.
  • Manage workstreams from intake to run, including design, build, testing and go-live.

Job description

Our client is seeking a Project Manager Non IT III | USA to join their team. As a Project Manager Non IT III | USA, you will be part of the program delivery organization supporting cross-functional teams. The ideal candidate will have strong cross-functional coordination, disciplined program governance, and a drive to resolve issues at the root cause, which will align successfully in the organization.

Job Title: Project Manager Non IT III

Location: New York, NY (Hybrid: onsite days are Monday – Wednesday)

Pay Range: $68/hr on w2

What’s the Job?

  • Coordinate the end-to-end implementation of regulatory reporting mandates and lead the transition into sustainable post-production support vendor, product, technology, tax, compliance, legal, and country teams.

  • Own country rollout planning and readiness governance, including stakeholder alignment, issue intake, triage, escalation, and root-cause resolution to ensure compliant, timely implementations and stable production operations.

  • Manage assigned workstreams through intake, discovery, requirements, design, build coordination, testing support, go-live readiness, hyper care, and transition to run.

  • Drive cross-functional decision-making on compliance needs, process impacts, operational changes, data requirements, technology dependencies, and vendor or platform implications.

  • Maintain auditable implementation documentation using project-level RAID logs, open-item trackers, decision logs, dependency trackers, and action registers; capture lessons learned and control gaps to improve future rollouts.

What’s Needed?

  • 5+ years in program/project management delivering complex, multi-workstream regulatory, tax, or enterprise technology change programs.

  • Demonstrated experience managing fixed date international regulatory reporting or compliance implementations (e.g., transaction level reporting, statutory/cross border reporting, VAT/GST digital compliance, SOX/financial controls programs) across multiple countries or business units simultaneously.

  • Hands-on experience with formal program governance tooling: RAID/decision logs, readiness/entry-exit criteria, and Gantt/critical path tracking (e.g., MS Project, Smartsheet, Jira/Confluence) with executive status reporting.

  • Experience managing delivery through third-party advisory/systems integration partners (e.g., Deloitte, other Big 4 or SI firms) and software vendors.

  • Working knowledge of finance/tax systems landscapes to validate whether reported technical or business status is credible, plus a Bachelor’s degree in Business, Finance, Information Systems or a related field (or equivalent professional experience).
