Job summary

Conexon is seeking a Regulatory Analyst to support BEAD/RDOF and related programs. You will research, analyze, and help implement federal/state programs, improving data integrity and reporting across rural telecom initiatives. Hybrid work schedule, regular collaboration with co-ops, and emphasis on analytical rigor.

Your role focuses on streamlined processes, policy drafting, and training materials to ensure compliant program operations and effective communication with stakeholders.

Qualifications

  • Bachelor’s degree in business, telecommunications, or related field (or 6+ years equivalent experience).
  • Advanced Excel: extensive data organization, reconciliation, complex formulas, and reporting.
  • Proficiency with Word, PowerPoint, Outlook, and SharePoint.

Responsibilities

  • Prepare regulatory calendar and filings across Conexon Connect states.
  • Develop processes to track RDOF milestones and respond to audits.
  • Lead RDOF speed/latency reporting using advanced Excel (VLOOKUPs, pivots, formulas).
  • Provide monthly infringement reports for executive team.
  • Support efforts to simplify and enhance customer experience.
  • Analyze programs, draft policies, and communicate requirements.

This position will be responsible for supporting the development and implementation of programs that help ensure people living in rural areas that are underserved from a telecommunications perspective get the broadband internet and voice services they need for work, school, healthcare, and more. This position will research, analyze, and assist with implementation of various government support and benefit programs, such as Broadband Equity, Access, and Deployment (BEAD), the Rural Development Opportunity Fund (RDOF), E-rate (schools and libraries), Lifeline, and the Affordable Connectivity Program. This position will make recommendations to improve and streamline program administrative functions and business processes via systems, tools, training, etc. This position will strive to improve metric analyzation and data integrity in particular. Additionally, this position will engage with rural electric co-op partners to facilitate their fiber network deployment and on-going business operations.

Requirements
  • Bachelor’s degree in business, telecommunications, or related field, or 6+ years of equivalent work experience
  • Advance level in Microsoft Excel is required. The position requires extensive, hands-on use of Excel to organize, analyze, reconcile, and report data; develop and maintain complex spreadsheets; utilize advanced formulas and functions; and ensure data accuracy. Proficiency with Microsoft Word, PowerPoint, Outlook, and SharePoint is also required.

Responsibilities and Essential Job Functions
  • Assist in preparation of a comprehensive Regulatory Calendar and ensure accurate/ timely completion of federal and state regulatory filings, including ETC obligations, across all Conexon Connect operating states
  • Assist in the development of processes to track buildout progress in all states relative to RDOF Build Milestones. Track achievement of RDOF Build Milestones at a state level and submit to USAC for timely Milestone verification. Expeditiously respond to USAC audit inquiries and supplemental data requests to complete the Milestone verification process
  • Assist in the development and execution of the RDOF Speed and Latency testing quarterly reporting process. Lead the generation of random testing samples and analysis of speed and latency data output utilizing advanced Microsoft Excel skills including VLOOKUPs, pivot tables, complex formulas, data validation, and spreadsheet analysis. Reconcile and analyze data, identify and resolve discrepancies, and ensure the accuracy, completeness, and integrity of reported metrics
  • As Copyright Infringement Team Lead, candidate will Provide monthly reporting for the executive team that will highlight the number of infringements, notification cycle time, and track our compliance health
  • Actively and consistently support all efforts to simplify and enhance customer experience
  • Conduct research, compile/analyze data, identify trends, and prepare reports
  • Determine and assess new program requirements and make recommendations regarding implementation
  • Analyze existing programs, policies, procedures, and systems and make recommendations to optimize them
  • Draft new or revised policies and procedures
  • Assist with the development of educational and training materials to effectively communicate program requirements
  • Identify and resolve issues and problems
  • Track critical operational schedules and metrics and develop tools to efficiently communicate program deliverables, deadlines, and performance
  • Improve metric analyzation and ensure data integrity for all required reporting
  • Track completion of tasks that are pre-requisite for launch of Broadband and VoIP services
  • Work effectively with internal and external stakeholders to provide timely and accurate information, guidance, and support
  • Develop proficiency in the use of various federal and state systems and tools that are critical to program implementation
  • Diligently track Program/Project status and prepare recurring status reports for Manager/Director
  • Collaborate with co-op partners to launch Broadband and VoIP services and manage on-going operations
  • Support development of grant proposals to secure federal/state funding for broadband network deployment
