JOB SUMMARY:

The Regulatory Operations Analyst will support TAM Residential’s operational regulatory compliance across its multifamily portfolio, including landlord-tenant, eviction, notice, and fair housing requirements. This role serves as the central resource for maintaining regulatory requirements, monitoring changes, and translating legal and regulatory updates into clear, practical operating guidelines. The Analyst will conduct recurring audits to ensure property operations and TAM’s property management systems remain aligned with applicable requirements.

This is a hands‑on, non-supervisory role that works closely with RPMs, VPOs, site teams, and legal counsel to clarify requirements and support consistent field execution. The ideal candidate is able to interpret regulatory or legal language and translate it into actionable processes that property teams can easily understand and implement.

ESSENTIAL JOB FUNCTIONS:

Requirements Matrix & Regulatory Translation

  • Own and maintain the TAM-wide requirements matrix covering state, local, and municipal landlord-tenant, eviction/notice, and fair housing requirements.
  • Interpret new or changed state and local regulations (in partnership with Legal/local counsel on ambiguous questions) and translate them into a discrete operating requirement — owned language and an effective date — entered into the matrix.
  • Ensure new and updated requirements are communicated to VPO/RPM teams through one consistent channel, stating what changed and when it takes effect, and ensuring timely implementation is done to be in compliance.
Local Counsel Framework
  • Define the framework VPOs use to secure and maintain local counsel coverage in-market: required scope of coverage (landlord-tenant, fair housing, licensing, eviction process), engagement letter and fee expectations, and a standard onboarding checklist.
  • Maintain a central registry of local counsel by market (firm/attorney, scope of engagement, cost of engagement, last review date) and confirm coverage is active and being used, not merely retained on paper.
  • Perform a recommended‑quarterly check that registry entries reflect current, working relationships, and gather feedback from VPOs to ensure each local counsel engaged is effective and providing accurate information and guidance.
Systems & Entrata Configuration
  • Partner with the Systems team to translate compliance requirements into Entrata configuration and sign off that configuration matches the requirement.
  • Review Entrata configuration for required notices (e.g., VAWA) as part of new‑market and ongoing audits, escalating gaps to Systems.
Auditing & Monitoring
  • Run a recurring audit cadence (recommended quarterly, minimum annual per market) spot‑checking that field practice and Entrata configuration match the requirements matrix.
  • Conduct a two‑pass validation of newer markets: a centralized desk audit of Entrata configuration, lease templates, and notice templates, followed by field confirmation with the local RPM/VPO on anything the desk audit can’t verify remotely.
  • Route audit findings and field‑reported issues back into the requirements matrix, closing the feedback loop.
Cross‑Functional Coordination
  • Serve as the escalation point for operational compliance questions from RPMs, VPOs, and site teams; elevate matters with real legal or litigation exposure to Post Legal or outside counsel.
  • Participate in a standing (recommended monthly or quarterly) touchpoint with Post Legal so new‑market compliance findings feed future diligence checklists and any issues with local counsel are escalated for resolution.
  • Receive and process any compliance‑relevant findings Post Legal hands off at deal close (known violations, pending litigation, licensing gaps).
SKILLS + ABILITIES:
  • Demonstrated ability to read and interpret regulatory or legal language (landlord-tenant law, eviction process, fair housing) and translate it into clear, practical operating guidance — required, regardless of formal background.
  • Working knowledge of multifamily housing regulatory areas: notice periods, security deposits, source‑of‑income and fair‑chance screening ordinances, habitability timelines, rent control/stabilization, and related disclosure requirements.
  • Familiarity with Entrata or a comparable property management system is strongly preferred; willingness and ability to learn Entrata configuration is required.
  • Strong written communication skills - able to turn dense regulatory language into plain‑language guidance for property teams.
  • Organized and detail‑oriented; comfortable owning a single source of truth (a live requirements matrix and counsel registry) that many teams rely on.
  • Affordable housing program knowledge is a plus.
EDUCATION + EXPERIENCE:
  • Bachelor’s degree in Business Administration, Real Estate, Legal Studies, Paralegal Studies, Property Management, or a related field preferred.
  • Paralegal certificate, legal studies, or equivalent legal‑support education may be considered in lieu of a bachelor’s degree when combined with substantial relevant experience.
  • Experience working with attorneys practicing in landlord‑tenant law, eviction process, fair housing and related real estate specialties. A background as a paralegal or in legal support, OR multifamily operations experience at a senior‑manager level or above with solid grounding in eviction law and notice/process requirements.
  • 5+ years of relevant experience in multifamily housing, property management, real estate compliance, legal support, regulatory compliance, or a related field.
  • Experience interpreting and applying landlord‑tenant laws, eviction and notice requirements, fair housing regulations and/or other housing‑related regulatory requirements is required.
  • Experience working across multiple states, jurisdictions or property markets is strongly preferred.
  • Experience developing or maintaining compliance requirements, policies, procedures, audit programs, regulatory matrices, or similar operations controls is preferred.
  • Experience with Entrata or another major property management system is strongly preferred.
BENEFITS:
  • Associates who are regularly scheduled for and work 30 hours or more per week are eligible for company‑sponsored benefits the 1st day of the month, following completion of 30 continuous days of employment. Benefits offered include medical, dental and vision coverage, as well as 401K and life insurance. Regular, full‑time associates are eligible to accrue paid time off (PTO) and holiday pay.
