AHCCCS, Arizona Health Care Cost Containment System, seeks an Associate General Counsel – Regulatory to provide expert legal advice on regulatory and policy matters within the Office of the General Counsel. The role supports multiple divisions and collaborates closely with state agencies to ensure compliance with health care programs.

The position emphasizes rulemaking, contract review, and risk assessment, with a focus on public records, HIPAA, and entitlement programs.

Qualifications

• Juris Doctorate required; must obtain and maintain Arizona law license within 4 months of hiring.
• Experience in health care regulatory matters and state/federal law advisable.
• Knowledge of administrative rulemaking, contracts, and liability law.
• Strong research, writing, and negotiation skills; capable of handling complex regulatory matters.

Responsibilities

• Provide legal counsel to AHCCCS divisions on regulatory and policy matters.
• Review, draft, and negotiate contracts and intergovernmental agreements.
• Oversee administrative rules drafting and analysis under the Administrative Procedure Act.
• Advise on potential impacts of proposed statutes, regulations, and policy proposals.
