Job description

A utility-scale solar and battery storage independent power producer in Houston is hiring a Regulatory Compliance Manager. The position sits within asset management and reports to the Vice President of Asset Management. It owns the compliance program for the operating portfolio, picking projects up as they hand over from the construction team and carrying them through the life of the asset.

This is a hands‑on role. One person runs the program, with two external consultants supporting project work, so the reporting, the filings and the audit trail sit with the manager rather than with a team. Compliance here is a standing obligation rather than a series of projects, and the client wants someone who can own a program end to end. The operating fleet is growing and further solar and storage projects are in construction and development, so the first year involves building out the framework as much as running it.

Responsibilities:
  • Own and maintain the compliance framework covering NERC, FERC, EIA, RTO and transmission owner requirements
  • Manage the NERC program, including critical infrastructure protection, and direct the external NERC consultants
  • Run regulatory onboarding for new projects at handover from construction, then maintain compliance through operations
  • Prepare and submit federal, regional and local filings accurately and on schedule
  • Track regulatory change across FERC, NERC, the RTOs, ISOs and EIA, and assess what it means for the operating assets
  • Conduct compliance risk assessments and audits, and close the gaps they identify
  • Act as the primary point of contact with regulatory bodies
  • Deliver compliance training to staff and management
  • Travel to sites roughly quarterly; field work is delivered through third parties
Requirements:
  • At least five years of regulatory compliance experience in the energy sector; utility, power generation and renewables backgrounds are all of interest
  • Direct NERC and NERC critical infrastructure protection compliance experience
  • Federal reporting experience, including NERC and EIA submissions
  • Working knowledge of RTO and transmission owner compliance obligations. Experience in PJM, MISO and/or TVA is preferred and is the market exposure that matters most here
  • Bachelor's degree in business, finance or engineering; a master's degree is an advantage
  • Strong project management and the discipline to keep a continuous program running unprompted
