Nebius B.V. is seeking a senior energy regulatory compliance professional in the United States to oversee regulatory filings, contract administration, and cross-functional governance across energy markets.
The role focuses on maintaining compliance programs, coordinating with regulators and utilities, and leading teams in data collection and reporting. Ideal candidates have extensive experience in energy regulatory frameworks, strong contract translation skills, and the ability to drive process
Energy Regulatory Compliance: Develop and maintain an inventory of regulatory requirements for the company’s energy activity, data center sites, utility relationships, energy procurements, and market activities. Manage registrations, licenses, certifications, reports, renewals, attestations, and fees. Coordinate regulatory filings with public utility commissions, energy agencies, utilities, ISO/RTOs, and the U.S. EIA. Maintain a centralized regulatory calendar with filing dates, renewal dates, responsible parties, data requirements, and evidence of completion. Translate regulatory requirements into clear business procedures and controls. Coordinate data collection for regulatory reports and filings. Identify compliance gaps and elevate with corrective actions. Maintain documentation of compliance.
Energy Contract Administration: Administer post-execution lifecycle of energy-related agreements (electric utility service and large-load, interconnection and transmission, retail/wholesale power, PPAs, gas supply/transport, credit support and securities). Enter and maintain contractual timelines in CM or compliance systems. Track milestones, provide advance notices, coordinate notices/ amendments/ renewals. Support Legal and Energy teams in negotiations with records and data; collaborate with Finance, Treasury, Credit, Energy Procurement and Operations.
Compliance Controls, Systems, & Reporting: Design scalable policies and calendars; establish QC procedures; develop dashboards and management reports; maintain data in ERP and document-management systems; identify automation opportunities; lead process improvements; maintain retention and confidentiality.
Cross-Functional Coordination & Leadership: Build relationships with utilities, regulators, ISO/RTOs, energy suppliers, consultants, outside counsel; coordinate with Data Center Operations; work with Legal; train business owners; manage and develop staff.
Eight+ years in energy regulatory compliance, regulatory reporting, utility administration, energy contract administration or related field. Experience with electric power, natural gas, utility, retail/wholesale energy or ISO/RTO sectors. Demonstrated experience with high-volume regulatory filings across jurisdictions. Strong coordination with regulators, utilities, ISO/RTOs and internal functions. Ability to read and translate contracts/regulations into operational requirements. Bachelor’s degree in business, energy, public administration, legal studies, finance, accounting or related discipline preferred.
Preferred Qualifications: Experience with large-load customers and multiple energy markets; cross-state licensure; knowledge of FERC, tariffs, ISO/RTO rules; familiarity with ERCOT, PJM, ISO-NE, MISO, NYISO, SPP, CAISO. Core competencies include regulatory discipline, deadline management, detail orientation, cross-functional collaboration, and clear communication.
