Job summary

NVTC seeks an experienced Program Manager to administer the Commuter Choice program, leveraging toll revenues for transit and multimodal projects in the I-66 and I-395/95 corridors. The role requires coordinating with local jurisdictions, preparing briefing materials, and ensuring compliance across two grant programs.

The ideal candidate has 5–7 years of grant program management, strong facilitation and communication skills, and the ability to manage budgets and complex transportation projects.

Qualifications

• Bachelor's degree is required.
• 5–7 years of progressively responsible program management experience that demonstrates a keen understanding of regional transportation issues
• Ability to effectively communicate technical information to a variety of audiences
• Ability to document requirements and manage contracts
• Excellent facilitation skills
• Ability to manage complex transportation planning projects and associated budgets

Responsibilities

• Manages the Commuter Choice program delivery, monitoring, reporting and compliance.
• Develops and implements program policies and procedures; collaborates with local jurisdictions and stakeholders.
• Prepares and presents materials for NVTC Program Advisory Committee, Commission and Commonwealth Transportation Board briefings.
• Coordinates with applicants, funding recipients and NVTC teams during the application windows and post-award periods.
• Oversees program monitoring, tracking and reporting; manages contracts and technical support.
