Job summary

NVTC in Arlington, VA seeks an experienced Commuter Choice Program Manager to administer two high-visibility transit grant programs leveraging state and federal resources to improve corridor mobility.

You will lead policy development, manage procurement, monitoring, reporting and compliance, and coordinate with local jurisdictions, state agencies and stakeholders to deliver projects on time and within budget.

Qualifications

  • Five to seven years of progressively responsible program management experience.
  • Master’s degree in transportation planning, urban and regional planning, public administration, engineering or related field.
  • Direct experience managing regional programs in public transit and/or TDM.
  • Experience working closely in a small team environment.

We are seeking an experienced program manager with a passion for transit to administer NVTC’s Commuter Choice program , a pioneering regional transit effort that leverages toll revenues from I-66 and I-395/95 for transit and multimodal projects. The ideal candidate will have experience managing a grant program, in addition to strong interpersonal skills, political sensibilities, and the ability to coordinate and interact with a variety of individuals and organizations. Position Description

The Commuter Choice Program Manager administers two highly visible transit grant programs designed to move more people more efficiently through the I-66 and I-395/95 corridors. The position manages significant financial resources. The program manager develops and implements program policies and procedures; collaborates with local jurisdictions and other stakeholders; and manages program delivery, monitoring, reporting and compliance.

Essential Functions

  • Manages the project selection process, including scheduling, application, eligibility screening and scoring.
  • Prepares and presents technical and public-facing materials for NVTC Program Advisory Committee, Commission and Commonwealth Transportation Board briefings.
  • Works closely with eligible applicants and funding recipients through regular meetings before and during application windows, as a program of projects is being developed and after projects are awarded funding.
  • Reviews and develops program management policies and procedures (e.g. criteria for determining Commuter Choice funding eligibility, application processes and timelines).
  • Manages program monitoring, tracking, reporting and compliance activities.
  • Manages technical support contract(s) and works closely with NVTC’s Communications and Finance and Administration teams to meet program requirements.
  • Coordinates closely with the Department of Rail and Public Transportation regarding program policy, project eligibility and program of projects development.
  • Thinks strategically about the program and its growth in coordination with NVTC’s Director of Programs and Policy.
  • Coordinates with NVTC’s communications team to lead outreach and engagement efforts that raise awareness of Commuter Choice, promote application opportunities and communicate program outcomes.
  • Works closely with a program analyst that supports day-to-day Commuter Choice tasks.
Requirements

Mandatory:

  • Five (5) to seven (7) years of progressively responsible program management experience that demonstrates:
    • a keen understanding of regional transportation issues
    • the ability to effectively communicate technical information to a variety of audiences
    • the ability to document requirements and manage contracts
    • excellent facilitation skills
    • the ability to manage complex transportation planning projects and associated budgets
  • A Master’s degree in transportation planning, urban and regional planning, public administration, engineering or a related field
  • Direct experience in managing regional programs in public transit and/or TDM field
  • Experience working closely in a small team environment
Additional Information

NVTC’s office is in the Courthouse area of Arlington, Virginia. Work hours are generally 8 a.m. to 5 p.m, Monday through Friday. NVTC offers a telework policy (pending eligibility) and currently requires a minimum of two in-office days per week. Additional work hours may include attending evening and weekend meetings or events. Some local and regional travel may be required.

Position Salary Range (FY 2027): $107,900 to $130,400
