Job summary

ATSG Corporation seeks a Program Advisor to provide programmatic development and oversight for INL/WHP Caribbean and South America teams, or other regional teams as priorities shift. The advisor will draft plans, brief leadership, and research INL/WHP issues, coordinating with posts and partners.

The role requires 4–6 years of relevant experience, strong writing skills, and proficiency in Microsoft Office. Travel to the Western Hemisphere regions is expected as needed.

Qualifications

• Bachelor’s degree from an accredited institution.
• Four to six years’ experience in relevant field.
• Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
• Ability to communicate effectively, both orally and in writing, with a wide range of players.
• Experience drafting U.S. government reports and documents, such as talking points, meeting summaries, or embassy cables.
• Proficient in Microsoft Office Suite.

Responsibilities

• Serve as primary point of contact for multiple assigned Caribbean, South America, or Western Hemisphere programs and projects.
• Research regional security developments via SMART cables, DRs, media, and sources.
• Assist with program implementation, maintain project files, ensure communication with posts and partners.
• Track program budgets and pipelines for assigned projects.
• Support and advise the team on program funding, including contracts, grants, and IAAs.
• Collect INL implementer reports and track execution within contracts, grants, IAAs.
• Maintain accountability of CORs, GORs, and AORs through routine management and oversight.
• Prepare background materials, reports, speeches, and congressional testimony on regional issues.
