Job summary

ATSG Corporation is seeking a Caribbean Program Advisor to support INL/WHP teams in the Western Hemisphere. Based in Washington, DC, you will coordinate program activities, draft plans, and monitor implementation with posts and partners, traveling as required.

You will collect and analyze program data, assist with budgets and justifications, and provide guidance to CORs, GORs, and AORs, ensuring compliance with U.S. government policies and INL priorities.

Qualifications

• A Bachelor’s degree from an accredited institution.
• Four to six years’ experience in relevant field.
• Demonstrated knowledge of country issues, including specialized knowledge of international narcotics and law enforcement, or similar programs to ensure compliance with policies.
• Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
• Ability to communicate effectively, both orally and in writing.
• Demonstrated ability to provide advice, guidance, and consultation with regard to interpretation and application of analysis.
• Experience drafting U.S. government reports and documents, such as talking points, meeting summaries, or embassy cables.
• Proficient in Microsoft Office Suite.

Responsibilities

• Serves as a primary point of contact for multiple assigned Caribbean, South America, or other Western Hemisphere programs and projects.
• Researches and tracks applicable regional security developments via SMART cables, Daily Activity Reports, media, and other sources.
• Assists with program implementation challenges; reviews regular reporting from project implementers; maintains up-to-date project files; ensures regular communication with posts and implementing partners.
• Tracks program budgets and pipelines for assigned projects.
• Supports and advises the team to enable effective program funding on INL implementing mechanisms including contracts, grants, and interagency agreements; coordinates the obligation of funds on letters of agreement.
• Assists in collecting INL implementer reports via DevResults and tracks program execution within contracts, grants, IAAs, and other sources.
• Assists in maintaining accountability of Program Officers, CORs, GORs, and AORs by supporting routine program management and oversight.
• Maintains up-to-date files tracking implementation of programs and aggregates reporting information to identify successes, impacts, and concerns.
• Assists in compiling and analyzing program budget data and preparing budget justifications and responses to stakeholders.
