Job summary

Progile Tech, Inc. seeks an experienced Portfolio Manager - Affordable Housing to oversee a heterogeneous portfolio of residential properties across Northern California.

The role reports to senior leadership and will lead a team of 4-5 Facility Managers, each responsible for multiple buildings. The ideal candidate will have deep experience in LIHTC, Rural Development, and HCD regulations, with strong financial reporting, budgeting, and KPI analysis skills.

Qualifications

• 4+ years of relevant professional experience in property or portfolio management.
• Lead, mentor, and support 4-5 Facility Managers to ensure smooth and efficient property operations.
• Portfolio management experience overseeing 10+ buildings or residential properties.
• Direct experience in affordable housing and regulated residential property management.
• Strong knowledge of LIHTC programs and compliance requirements.
• Experience with USDA Rural Development housing programs.
• Experience with CA HCD programs and regulations.
• Proficiency in rental income scheduling and related financial processes.
• Strong financial acumen including budgeting, analysis, reporting, and variance commentary.
• Proven leadership skills including coaching and accountability.
• Excellent communication, organizational, problem-solving, and decision-making skills.
• Ability to work independently and manage multiple priorities.

Responsibilities

• Oversee a diverse portfolio of residential properties across Northern California.
• Lead and develop a team of 4-5 Facility Managers to achieve KPI targets.
• Ensure facilities meet performance metrics and regulatory requirements.
• Coordinate with senior leadership on strategic portfolio initiatives.
• Travel as required to portfolio locations within CA (Palm Springs included).

Position Overview

We are seeking an experienced and results-driven Portfolio Manager - Affordable Housing to oversee a diverse portfolio of residential properties across Northern California. Reporting directly to senior leadership, this individual will be the second Portfolio Manager and will provide leadership, operational oversight, and strategic support to a team of 4-5 Facility Managers, each responsible for 5 or more buildings.

The ideal candidate will bring extensive experience in affordable housing, tax credit programs, Rural Development, HCD regulations, financial reporting, and property portfolio management. This role requires a proactive, self-sufficient leader who can drive operational excellence, maintain accountability, and ensure all facilities meet established performance metrics and KPIs.

Required Qualifications

• Minimum of 4+ years of relevant professional experience in property or portfolio management.
• Lead, mentor, and support 4-5 Facility Managers to ensure smooth and efficient property operations.
• Demonstrated portfolio management experience overseeing 10+ buildings or residential properties.
• Direct experience in affordable housing and regulated residential property management.
• Strong knowledge of Low-Income Housing Tax Credit (LIHTC) programs and compliance requirements.
• Experience with USDA Rural Development housing programs.
• Experience with California Housing and Community Development (HCD) programs and regulations.
• Proficiency in rental income scheduling and related financial processes.
• Strong financial acumen, including budget management, financial analysis, reporting, and variance commentary.
• Experience using ERD systems.

Work Schedule and Travel

• Standard working hours are approximately 9:00 AM-5:00 PM.
• Monday and Friday: Remote work from a home office.
• Tuesday through Thursday: On-site visits to facilities.
• The portfolio includes properties throughout the I-80 corridor, Sacramento, Fairfield, and Davis, California.
• Quarterly travel to facilities in Palm Springs, California, is required.
• Candidates must reside within a reasonable commuting distance of the portfolio locations.
